Migrant Workers and Equality of Service Provision, with reference to implementation of  the Racial Equality Strategy
2005-2010, as commissioned by the Office of First Minister and Deputy First Minster

Project Description :

This Qualitative research project focuses on testing the implementation of the Racial Equality Strategy ( 2005-2010 OFMDFM), with reference to the shared aim of “Equality of service provision” by public service providers at a local level.
Migration to Northern Ireland has posed challenges in meeting the needs and providing appropriate services to the different members of the new minority ethnic communities, one of which is Migrant Workers.
Hence, for the purposes of this study, Migrant Workers are chosen as the target group, in the selected areas of Dungannon and Newry. Justification for such areas can be attributed to the fact that large numbers of migrant workers from different countries are currently living and working in these areas. They will also serve as excellent comparative studies in juxtaposing an area which is controlled and more developed in terms of access to services and delivery, as opposed to an area which is less developed.

Health, Education and Housing have been identified as key areas for critical investigation. A variety of needs and issues will arise within these, in relation to service delivery and the migrant worker community; apparent through critical literature reviews and methodology based interview and focus group sessions with migrant workers. Empirical research will centre on how service delivery takes place within these areas
( policy vs. practice ), accompanied by case study examples. Theoretical perspectives will revolve around the idea of contact, public service provider attitudes towards migrant workers, and institutional racism – and their effects ( if any ) on public service providers’ implementation of the Racial Equality Strategy.
